Cascade County reviews multiple CCHD grant appropriations and WIC contract at work session

Cascade County commissioners on Dec. 3 reviewed several City-County Health Department budget appropriations and state task orders that officials said will fund Healthy Montana Families and WIC services through fiscal year 2026. Several of the items were presented for placement on the consent agenda.
The board considered Contract 25-148 (MT DPHHS Task Order PHH22-0357R-F, Amendment Eight), which extends Healthy Montana Families funding through Sept. 30, 2026, and increases funding by $449,262 for a total contract amount of $2,060,518.51. Commissioners were also shown Resolution 25-84, which would appropriate funds for the Parents as Teachers program (increase expenditures $21,268; increase revenues $251,435), and Resolution 25-85, adjusting Safecare program funding (reduce expenditures $6,531; increase revenues $85,512).
County staff presented a Buckle Up Montana grant appropriation (Resolution 25-86) to increase expenditures by $13,429 and revenues by $63,761 and two WIC-related appropriations: Resolution 25-87 (WIC grant fund increase, expenditures up $36,546; revenues up $296,775) and Resolution 25-88 (WIC Breastfeeding Peer Counseling, expenditures and revenues up $14,525). An add-on contract (25-175) continuing Master Contract HHS-PHSD-00000509 (Task Order HHS-ECFS-00000762) for WIC program services was also presented; staff listed a total amount of $416,222 (WIC services $395,700; Farmers Market Nutrition $1,155; Breastfeeding Peer Counseling $19,367). Marion Kieckbusch noted a date correction to the add-on contract during the presentation.
Trista Besich presented an add-on resolution (25-89) to refund payments associated with inaccurate billing of targeted case management services across Maternal and Child Health and Healthy Montana Families funds, proposing an increase in expenditures of $83,802 and an increase in revenues of $41,901; the record shows that this add-on was moved to the consent agenda. The meeting minutes identify these items as part of the consent agenda and record that the WIC add-on was placed on consent during the session.
