Opelika City Schools board approves produce bid changes, selects AASB district director and OKs student trips

The Opelika City Schools Board unanimously approved cancelling a produce vendor, awarded a new Child Nutrition produce bid (BID#2025-10-23), selected Dr. Chante Ruffin as its AASB District 4 director, approved surplus equipment and personnel recommendations, and authorized two OHS out-of-state student trips.
The Opelika City Schools Board of Education met Oct. 28, 2025, and unanimously approved a slate of routine items, including cancelling a produce contract with vendor Bi-City and awarding a replacement Child Nutrition produce bid (BID#2025-10-23). Dr. Kevin Royal, board chairman, called the meeting to order at 4:31 p.m.
Board members approved prior meeting minutes and recognized board member Charles (Chuck) Beams Jr. for his service to Opelika City Schools. On the first substantive vote, the board, on a motion by Tipi Miller and seconded by Antione T. Harvis, approved Dr. Chante Ruffin as the board's selection for Alabama Association of School Boards (AASB) District 4 director.
The superintendent recommended cancelling the current produce bid with vendor Bi-City "due to inability to fulfill bid," and the board approved that cancellation (mover: Antione T. Harvis; seconder: Charles (Chuck) Beams Jr.). The board then considered Child Nutrition BID#2025-10-23 and approved awarding the new produce contract (motion by Antione T. Harvis, seconded by Tipi Miller). The board also approved a policy review and update provided by the Alabama Association of School Boards (motion by Charles (Chuck) Beams Jr., seconded by Antione T. Harvis), declared broken or outdated equipment surplus, and approved the superintendent's personnel recommendations; all motions carried unanimously.
The board authorized two out-of-state field trips for Opelika High School: the OHS Yearbook staff to Nashville, Tenn., Nov. 13–16, 2025, to attend the Journalism Education Association National Convention; and the OHS Culinary Arts program to Orlando, Fla., April 30–May 4, 2026, for the Cook Around the World Culinary Competition. Tipi Miller moved the field-trip approvals; Charles (Chuck) Beams Jr. seconded and the board approved them unanimously.
Tiffany Yelder, assistant superintendent, presented capital projects updates, and financial and child nutrition reports were presented (the financial report noted that all August bank statements had been reconciled). Superintendent Dr. Kevin Davis delivered the superintendent's report. The board announced its next meeting for Nov. 18, 2025.
On a motion by Dr. Kevin Royal, seconded by Chuck Beams, the board entered executive session at 5:21 p.m. "regarding good name and character." The board reconvened at 6:29 p.m. on a motion by Tipi Miller; no action was taken in open session regarding that matter. Dr. Royal recommended adjournment at 6:30 p.m.; the motion was approved and the meeting adjourned.
