Commissioners sign DPHHS HIV case‑management contract amendment supporting about 50 clients

Flathead County commissioners signed an amendment to a DPHHS contract to fund HIV medical case management provided by the county health department.
Mandy Fleming of the health department said the funding supports ongoing case management that helps people living with HIV access treatment and benefits. Fleming said the program serves about 50 clients per year and that those clients maintain a 96% undetectable viral‑load rate. She also said the department has been operating similar services for more than 20 years.
A commissioner said he supported the health department’s work but would vote no on policy grounds, calling the program an overreach of government responsibility while clarifying that his objection was not to staff or services. Commissioners discussed administrative invoicing for capped administrative costs and Fleming said administrative costs were moved to a single invoice and capped (she estimated under $10,000).
Commissioner 4 moved to sign the contract amendment and the motion was seconded and carried on a voice vote.
