Circleville seeks $1.2 million grant to modernize Wade Canyon Springs

The town requested $1,200,000 in full grant funding and stated it would withdraw the application if the award required any portion to be taken as a loan because the town “is not in a financial position to assume additional debt.”
According to the presentation recorded in the minutes, the project would remove deteriorated spring infrastructure and excavate and stabilize the spring collection areas to improve yield and protect water quality. Planned work includes installation of new spring collection materials (spring boxes, gravel packs, liners), conveyance piping and valves to integrate the spring into the municipal culinary water system, and protective features such as fencing, vault covers and sanitary seals. The scope also includes environmental assessment, engineering design, construction administration, testing, disinfection and commissioning to confirm safe operation.
No public comments were recorded during the hearing, and Mayor Westwood closed the public hearing. The minutes record the town’s funding stance: the application is contingent on receiving grant funding only; if the award requires debt, the town will withdraw the application. The minutes do not record a Council vote on the application; the next procedural step is the CIB’s review and any further action required by the town.
