The clerk listed a public hearing (PH1) on an ordinance to rezone 0.38 acres at 5324 Wrightsville Avenue from R-15 (moderate-density single-dwelling) to R-5 CD (medium-density mixed-residential conditional district) for residential development. The clerk also listed Ordinance O-1(a), a supplemental appropriation of $140,300 to reallocate American Rescue Plan Act (ARPA) funding, and a related resolution to add $140,300 in ARPA funds to the Salvation Army roadway reimbursement contract; both items were continued from the Feb. 17 meeting.
The clerk read a resolution that would authorize the city manager to enter into an agreement with Landmark Asset Services intended to provide loan forgiveness to preserve affordable housing.
During the meeting, a council member asked whether partner organizations administering the ARPA projects and the applicant Landmark Asset Services would appear at the follow-up presentation tomorrow night to answer questions. The city manager said staff had reached out to recipients, had heard back from one as of Friday and would continue attempts to contact others: "We have reached out to the recipients," the city manager said. "We'll attempt to make contact today to see if they're available." The manager later confirmed there were no presentations scheduled for the morning session.
