Cramerton commissioners approve annexation, speed-hump purchases and advisory-board subcommittees

At a unanimous Aug. 20 vote, the Town of Cramerton Board of Commissioners approved voluntary annexation AN24-01, authorized purchase of permanent speed humps to replace temporary devices, and appointed advisory-board review subcommittees; the board also changed MPO representation.
Cramerton’s Board of Commissioners unanimously approved a slate of administrative and public-safety measures at its Aug. 20 workshop meeting.
The board approved the voluntary annexation request AN24-01 (Vistas at Cramerton), a petition from Bowman Development and INAARA, Inc. to annex roughly 0.585 acres on Hamrick Road that is contiguous to town limits and currently in the extraterritorial jurisdiction with a conditional zoning (CZ) designation. Assistant Town Manager Josh Watkins presented the request; Commissioner Scott Kincaid moved approval and Commissioner Jennifer Ramsey seconded. The public hearing was opened and closed with no public comment.
On traffic safety, Town Manager Zach Ollis presented cost estimates for temporary speed bumps (about $200 each, typically two per street), longer asphalt speed humps (approx. $1,022–$1,367 each depending on length) and a Gastonia quote for concrete humps ($3,765 per instance for six). Staff recommended using the same speed-hump product already installed on Lakewood. The board authorized buying Barco Products speed humps to replace temporary devices on Eleventh Street, Cimarron Boulevard and Timberlane Drive and agreed to use that product for future installations; the motion was made by Commissioner Jennifer Ramsey and seconded by Commissioner Scott Kincaid.
The board also appointed subcommittees to review applicants for multiple advisory boards, following town policy that each subcommittee include the mayor, the town manager and two commissioners. Commissioners Dixie Abernathy and Jennifer Ramsey volunteered for the ABC Advisory Board subcommittee; Mayor Nelson Wills recommended Commissioner K. Ramsey and Mayor Pro Tempore Richard Atkinson for the Parks and Recreation review subcommittee; Commissioners Scott Kincaid and Dixie Abernathy volunteered for the Planning and Zoning review group. Motions to form those subcommittees carried unanimously.
Board members also agreed to change the town’s primary representative on the regional Metropolitan Planning Organization (MPO) so that Commissioner Scott Kincaid will serve as primary and Mayor Pro Tempore Richard Atkinson as alternate, a switch requested because of scheduling conflicts.

The board took no fiscal action beyond appropriations previously included in the consent agenda for insurance-premium increases; staff will follow up on any required resolutions or paperwork for the annexation and any future property donations.
