Spokane Valley awards $1.32 million contract for South Parker Corridor reconstruction

The Spokane Valley City Council voted Feb. 3 to award a $1,319,735 construction contract to Selwyn Construction for the South Parker Corridor reconstruction between Appleway and Sprague.
Rob Lochmiller, the city’s engineering manager, described the project as a multi-element rebuild that will widen the road, add bike lanes and sidewalks, improve stormwater facilities and increase lane capacity near the Appleway intersection. City staff said the work is 100% funded by state grant dollars (PIMCID) and that the winning bid was about 33% below the engineer’s estimate after a competitive bid process that produced 11 bids.
Council members asked about contractor performance, incentive and liquidated-damage provisions; Lochmiller said the city requires liquidated damages and bonds and that the low bidder has completed prior local projects without noted issues. He also said the contract typically includes access restrictions and sequencing to minimize driveway disruptions for adjacent residents.
Council approved the motion to award the contract and authorized the city manager to finalize and execute the construction agreement. Construction sequencing and access plans will be coordinated with affected property owners and included in the contract.
