Lake Elsinore council cancels Nov. 5 elections, appoints unopposed candidates

Lake Elsinore — The City Council voted unanimously at a special meeting to receive certifications that there were not more candidates than offices for two council districts and the city treasurer, and to appoint the unopposed candidates rather than hold the Nov. 5, 2024 election.
City Clerk Alvarez told the council that "canceling the election could save the city approximately $138,500," and explained that under the California Elections Code the council may appoint candidates when the number of candidates does not exceed the number of open seats. Alvarez said the decision must be made by Aug. 22, 2024, to affect the November ballot, appointees would serve until the 2028 election, and they would be installed Dec. 10 when District 2 results are confirmed.
Mayor Pro Tem Tisdale moved to adopt staff recommendations to receive and file the certification and appoint the qualified candidates; Councilman McGee seconded the motion. The presiding official announced, "The motion passes unanimously with all members present voting in the affirmative." The roll call showed Council members McGee, Johnson, Mayor Pro Tem Tisdale and Mayor Manos present; Council member Tim Sheridan was recorded absent.
The chair congratulated the candidates referenced in the certification, specifically naming Councilman McGee and Councilwoman Tasha Johnson and Treasurer Edwin Castro. City staff framed the action as an administrative step permitted by state law when contests are uncontested; the council did not use the meeting to change any policy or to alter the terms of the offices.
The council had no public testimony on the item; the clerk reported no requests to speak. The council adjourned with the chair noting the next meeting is scheduled for Aug. 27.
What happens next: Appointees will be installed on Dec. 10 when the results for District 2 are certified, and the appointed officials will serve until the next election cycle for those seats in 2028.
