Council continues Plum Street closure hearing as talks with property owners remain unresolved

The Stanley Town Council on July 7 continued a public hearing on a proposal to close a portion of Plum Street after town staff said negotiations with at least one affected property owner remain unresolved.
Town Manager Heath Jenkins said he and Deputy Town Manager Steven Denton had a telephone conference with a property owner but that "there were unresolved issues concerning a potential contract negotiation and other matters," and staff were attempting to reschedule additional meetings. Jenkins asked the council for more time to continue discussions rather than close the hearing.
Mayor Cathy Kirkland supported continuing the matter and recommended the council wait until more property owners’ concerns could be resolved. Councilmember Marsha Miskelly moved to continue the hearing to the council’s Aug. 12 meeting at 6:00 p.m.; Councilmember Drew Stewart seconded and the motion passed unanimously.
Why it matters: a street closure can affect property access, utilities and local traffic patterns; continuation gives staff time to negotiate with property owners and to follow required statutory procedures. The council did not take final action at the July meeting and scheduled further consideration for Aug. 12.
