Stanley council approves small budget amendment, audit contracts and employment contract after closed session

At its Aug. 12 meeting, the Stanley Town Council approved several administrative items in short order, including a $5,600 budget amendment funded by insurance proceeds to purchase and install a Mitsubishi heat pump for the water department, an amended audit contract reflecting a revised submission date for the fiscal year ending June 30, 2024, the LGC audit contract for the fiscal year ending June 30, 2025, and an auditor engagement letter for the 2025 audit.
Town Manager Heath Jenkins said staff added the audit-related items to the agenda to avoid further submission delays after speaking with the auditor the morning of the meeting. Motions to approve the budget amendment and audit contract items passed unanimously (5–0).
Deputy Manager Steven Denton reported outreach difficulties with an adjoining property owner for a proposed partial closing of Plum Street; the council voted to continue that public hearing to the Sept. 8, 2025 meeting at 6:00 p.m.
The council entered closed session under North Carolina General Statute NC G.S. 143-318.11(a)(5) to discuss an employment contract. After returning from closed session at 7:40 p.m., the council voted unanimously to approve an employment contract with Steven Denton.
All administrative votes were recorded in the meeting minutes; no additional conditions or contract terms were reported in the public minutes.
