Stanley council adopts regional hazard plan, authorizes property sale and approves new trash contract

The Stanley Town Council on July 7 adopted a regional hazard mitigation plan, authorized the town to begin the legal process to sell a small town-owned parcel and approved a new contract for solid-waste collection.
Town Manager Heath Jenkins told the council the Cleveland–Gaston–Lincoln Regional Hazard Mitigation Plan is a multi-jurisdictional effort required by state law and helps ensure the town remains eligible for emergency funding. "Adopting the plan preserves our eligibility for emergency funds," Jenkins said. Councilmember Chad Jones moved to approve the resolution and Mayor Pro-Tem Leigh Anna Helms seconded; the measure passed unanimously.
Jenkins also described a small, landlocked parcel the town received by donation and said staff determined the lot has "little or no value to the town." He said the resolution before the council would authorize the town to begin the statutorily required sale process (sealed or competitive bids) and that any interested buyer would pay survey costs. Councilmember Marsha Miskelly moved to authorize the sale process; Councilmember Chad Jones seconded and the motion passed unanimously.
On solid-waste services, Jenkins summarized negotiations with the town’s current provider, Waste Connections. He said the contract term would be two years with automatic one-year renewals thereafter and a 180-day termination clause for either party. Jenkins reported the starting customer rate will be $16.30 and future increases will follow the consumer price index. Councilmember Drew Stewart moved to approve the agreement; Councilmember Miskelly seconded and the council voted 4-0 to approve it.
Why it matters: adopting the regional mitigation plan keeps the town eligible for state and federal disaster funding; authorizing the property-sale process allows the town to move a landlocked parcel back into private use while following statutory sale requirements; and the waste contract sets the town’s near-term collection rate and contract terms.
