Stanley council approves revised property-sale resolution, financial‑policy adoption and several administrative measures

Old business: The council approved a revised resolution authorizing sale of town‑owned property after staff updated the bid amount and confirmed the decision to sell the entire parcel rather than a portion. The motion was made by Council Member Marsha Miskelly, seconded by Council Member Drew Stewart and approved 5‑0.
Financial policies: Town Manager Heath Jenkins said the Town of Stanley must adopt Financial Operations Policy and Procedures pursuant to state law and the Local Government Commission's recommendations; the council adopted the policies (motion by Council Member Leigh Anna Helms, second by Marsha Miskelly) 5‑0. Jenkins said the updates strengthen credit‑card controls and pre‑audit requirements.
Procurement for recreation: Recreation Director Brandon Dishman presented a proposal to purchase CivicRec (online registration software) to move recreation services online. Manager Jenkins said costs would be absorbed within operational budgets without using fund balance. Council Member Helms moved to purchase the software; Council Member Chase Hannifin seconded and the motion passed 5‑0.
Procedural items: The council approved minutes for the Sept. 8 regular meeting and the Sept. 30 special meeting (both 5‑0) and adjourned by unanimous motion.
