Finance committee approves transfers: $350,000 to snow-and-ice, $20,000 for planning software, and a staffing reallocation

On Feb. 2 the Meriden Finance Committee approved multiple budget adjustments to address storm response, software licensing and staffing needs.
City Manager Brian Daniels said repeated weekend storms and a recent 16.5-inch snowfall exhausted the snow-and-ice budget; the committee approved transferring $350,000 from contingency to cover the recent storms. Daniels said that after payment for the last storm the snow-and-ice account would have roughly less than $10,000 remaining and that the approved contingency in the year’s budget was about $1,000,001 before other earmarks such as retroactive collective-bargaining payments.
The committee also approved a $20,000 transfer within the planning department from MME salaries to IT software to pay the final licensing fee for the OpenGov permitting system; Daniels said the city will retire the old permitting system effective July 1 and the transfer has no net budget impact beyond reallocation.
Separately, the committee approved a line-item shift moving a position from MME salaries to part-time wages to provide front-desk support in the tax assessor’s office during revaluation-year call volume increases; Daniels said this has no net budget impact.
All three transfers were moved, seconded and approved by the committee. Mayor Kevin Scarpitti asked for a follow-up on the contingency balance and Daniels indicated the administration would provide a more detailed availability figure.
