Citizens Advisory Committee outlines 2026 work plan; asks council for priorities

Jason Serpa, the city's staff representative to the Citizens Advisory Committee, told the Visalia City Council the committee will focus next year on a set calendar of reviews and briefings that includes ADA and transit updates, the Community Development Block Grant and HOME funds plans, the CAPER performance report, and nonprofit youth grant awards.
"The CAC has been around since 1969," Serpa said. He described the committee as a liaison between the public and council and outlined a month-by-month schedule: February subcommittee reporting on Measure N, March review of committee terms and vacancies, April consideration of CDBG and HOME action plans and rates and fees, June recommendations for new members, July adoption of the body of work, and August formation of subcommittees followed by ongoing quarterly reviews and public workshops.
Committee members said the group continues to handle grant reviews, rates and fees, and other matters referred by the council or staff. One committee member noted the CAC now has additional capacity because the public-opinion survey no longer occupies the first quarter of the work plan. Serpa said that creates room in the calendar for council-directed projects.
"If city council does have any ideas in order to kind of fill in the space there, it'd be fantastic," Serpa said, asking councilmembers to share topics through the staff representative.
Councilmembers thanked CAC members for their service and said they value the committee's in-depth reviews on topics such as youth grants and the CAPER. The presentation included mention of committee members who serve on ADA-related work and Measure N subcommittees, and described plans for public workshops in late October or early November when needed.
Votes at a glance: The council approved the consent calendar earlier in the meeting by a 5-0 vote; the transcript records the motion and a second and a 5-0 tally but does not provide a roll-call of individual member votes.
The council had no further action on the CAC report during the meeting; staff and committee members said they would follow up with any additional information requested by council.
