Stanley council approves lease for fire apparatus, budget hearing call, abatement resolution, fee update and charter amendment resolution

The council unanimously approved a lease with Home Trust Bank to finance a Smeal fire apparatus, called a June public hearing to adopt the FY2025–26 budget, authorized an order of abatement resolution for code violations, approved budget amendments 7–14, corrected the Dropcountr application and user fee, and backed a charter amendment request to the NC General Assembly clarifying appointment authority.
The Stanley Town Council on May 13 approved a string of routine but consequential actions: financing for a new fire apparatus, steps to adopt next fiscal year’s budget, code‑enforcement authority, several budget amendments and a charter amendment request.
Council Member Marsha Miskelly moved and Council Member Leigh Anna Helms seconded approval of a resolution authorizing a lease and options agreement with Home Trust Bank to finance one Smeal fire apparatus and associated equipment; the motion passed unanimously.
The council also unanimously called a public hearing in June to consider adoption of the FY2025–26 budget and approved budget amendments 7–14. Council approved a resolution authorizing the Town Manager and Town Attorney to seek an order of abatement against properties in violation of town codes; Town Manager Heath Jenkins explained that the resolution addresses non‑compliant residents.
Council approved a resolution to correct the Dropcountr application for customer support and implement a user fee, and voted to seek a local bill from the North Carolina General Assembly to amend the Town Charter to clarify that the Town Manager has appointment and removal authority for employees (including the Town Clerk) under the council‑manager form of government.
Department reports were submitted from finance, planning, public works, recreation, fire and police. Manager Jenkins noted that in March the NC League of Municipalities notified the Town about discontinuation of a health insurance plan and staff have been working to find alternatives.
