During the session, the clerk announced several five-minute extensions, sequentially moving the expected end time from 9:13 to 9:18, 9:23, 9:28, 9:33 and then 9:38.
The council returned from executive session and recessed until its 10:00 a.m. finance committee meeting. The staff had stated at the outset that no action was anticipated to follow the executive session.
