County Council liaison reports proposed $40 million GRT bond for broadband; finance awards and sustainability update noted

County Councilor Havan, acting as liaison to the Planning and Zoning Commission, reported during the Feb. 25 meeting that County Council recently held a public hearing on a resolution to issue up to $40,000,000 in gross receipts tax (GRT) improvement revenue bonds to fund investments in the county’s broadband system.
“We had a public hearing for a resolution to issue up to $40,000,000 in GRT improvement revenue bonds, primarily for the use, for investments in our countywide and county owned broadband system,” Councilor Havan said. Havan framed the item as part of Council’s ongoing investments to expand broadband capacity and said the financial implications were discussed during the Feb. 17 Council meeting.
Havan also reported that the county finance department received recognition from the Government Finance Officers Association, including awards tied to the FY25 budget and FY24 financial reports. He said the county’s sustainability manager gave an update on the climate action plan, and Council appointed Carly Blair to the Environmental Sustainability Board.
The liaison report was presented for the commission’s information; no formal Planning and Zoning action on the bond resolution was taken at the Feb. 25 meeting. Commission members were invited to follow Council agendas for further developments related to the bond proposal.
