Council and staff salute Todd Hall after 38 years leading Effingham economic development

Colleagues described Hall as a steady hand who helped establish the city’s enterprise zone and work with employers to retain and grow local jobs. Hall, who accepted a framed recognition marked "Todd Hall, 1988 to 2026," thanked staff and called out city employees and council members he worked with. Multiple council members and staff offered brief remarks and applause.
The honor was ceremonial; no personnel action was required by the council during the meeting. City staff said they will publish a recognition and keep Hall’s record in city archives.
