The Effingham City Council approved a 22-item omnibus consent agenda and a series of ordinance and resolution items during its meeting, including plats for subdivisions, easement actions and a change order for a street project.
The council approved the omnibus vote agenda after a motion by Commissioner Mueller and a second by Commissioner Stevens; recorded voice votes were in the affirmative. Among individual actions taken: acceptance and recording of the Goldenfield Subdivision plats; approval to vacate a utility easement at 307 South Willow Street to allow Right at Home to continue construction; authorization of a put-option and right-of-first-refusal agreement with Square Southtown LLC; approval of a text amendment addressing recovery homes and other recovery residences; approval of final plats for Dalton and Butcher Block subdivisions; and a change order to Civil Design Inc. for additional work on Merchant Street, Phase 2.
Council members moved and seconded the items as listed on the agenda and votes were recorded for each motion. For the Square Southtown option agreement, the minutes show at least one abstention recorded and a majority of affirmative votes from the remaining members present. For other items (e.g., Goldenfield plat recording, the Dalton and Butcher Block plats and the Merchant Street change order) the council recorded affirmative votes after staff presentations.
City staff will file approved plats with the county recorder and proceed with contract administration and ordinance implementation as directed by council motion.
The meeting also included presentation items not finalized by vote tonight, such as the Effingham 2050 comprehensive plan presentation and a staff recommendation to pursue a purchase agreement and contract negotiation for a housing development on a grant-supported Heritage Avenue parcel. The council adjourned after approval of bills and requisitions and standard closing procedures.
