Council approves consent agenda, adopts development resolution and rezoning ordinances

Councilmember Smith moved to approve the motion consent agenda; the motion carried on a voice vote. Councilmember Morales moved to adopt Resolution R2026-011 (pre-annexation development agreement with JPM Development); the clerk called roll and recorded ayes from Deputy Mayor McClendon, Councilmember Smith, Councilmember Morales, Councilmember Watts and Mayor Nichols, and the resolution was adopted. Councilmember Morris had earlier declared a conflict on item R2026-011 and recused himself from that vote.
The council also adopted three ordinances on the consent agenda: rezoning property at 831 South 2nd Avenue (O2026-007), rezoning property at 273 South 8th Avenue (O2026-008), and granting an easement to install electrical facilities for East Mesa Community Park (O2026-010); roll-call votes recorded ayes from present members. The council introduced Ordinance O2026-011 (annexation for Livingston Ranch units 5–7) for future consideration.
On an appointment, Councilmember Morales moved to appoint Kelly Osborne to the Workers Compensation Trust Board with a term expiring Dec. 31, 2030; the motion passed by voice vote.
