Cramerton board adopts calendar, appoints mayor pro tem and approves organizational items

The Town of Cramerton Board of Commissioners on Dec. 12 reorganized its leadership and approved multiple administrative items, including a 2024 meeting schedule, ethics documents and personnel changes.
In the first formal actions of the incoming board, commissioners voted 5 to 0 to adopt Option #1 for the 2024 meeting schedule — covering Jan. 1 through June 30, 2024 — a plan staff said aligns meetings with the town’s fiscal year. Commissioner Dixie Abernathy moved for approval; Commissioner Scott Kincaid seconded.
The board also named Commissioner Richard Atkinson as mayor pro tempore by a 5-to-0 vote after Abernathy’s motion and a second from Commissioner Kathy Ramsey. The appointment will determine who presides in the mayor’s absence.
Town Manager Zach Ollis presented a proposed update to the town’s code of ethics (the version on file was last updated in 2010) and a new code of commitments for staff and elected officials. Mayor Pro Tempore Atkinson moved to adopt both documents, and the board approved them 5 to 0.
Other organizational items approved unanimously included committee assignments for the year: Parks and Recreation Advisory Board (Commissioner K. Ramsey); Community Committee (Commissioner J. Ramsey); Cramerton Economic Development Advisory Committee (Mayor Pro Tempore Atkinson); and Cramerton Historical Society representation (Commissioner Abernathy).
On personnel, the board approved by a 4-to-0 vote the appointment of Michelle Emory as Deputy Finance Director. "Michelle Emory is on schedule to become the Finance Director for the Town of Cramerton," Town Manager Zach Ollis said, adding that "during this time, we will need to complete various steps for the audit and that will require her to have an official title in order to submit documents on behalf of the Town of Cramerton." Commissioner Scott Kincaid moved for the appointment; Commissioner Kathy Ramsey seconded.
The board also approved, 4 to 0, a developer request for the town to assume maintenance of streets within the Courtyards at Cramerton subdivision once required improvements meet public works and engineering standards; staff said accepted streets are added to the Powell Bill map, increasing state Powell Bill disbursements to the town. Assistant Town Manager Josh Watkins said staff had received the petition from Newstyle Communities and outlined the acceptance process.
Town staff provided an example budget worksheet that will be emailed to commissioners for their review during the budget season; figures shown were based on the current year and are subject to change. The board also approved a special called meeting scheduled for Dec. 20, 2023, by a 5-to-0 vote.
