Cramerton approves Riverlink right‑of‑way amendment, reviews stormwater repair quotes and enacts budget transfers

WithersRavenel—which is providing final design and permitting for the Riverlink Greenway—requested an amendment to the existing contract to add right‑of‑way acquisition services via subconsultant Telics. Staff said the project budget set aside $50,000 for right‑of‑way acquisition; WithersRavenel quoted $45,600 for the work, leaving $4,400 in the allocation. Commissioner Kathy Ramsey moved to approve the contract amendment; Commissioner Scott Kincaid seconded and the vote was 5–0.
Town staff also presented five budget ordinance amendments. Ordinance Amendment No. 4 transfers reserved fund balance into the General Fund for discretionary use; No. 5 credits Baltimore CDBG receipts and shows related expenditures; No. 6 appropriates fund balance for increased workers' compensation costs; No. 7 shifts debt related to paving and Powell Bill expenses into the Powell Bill Fund so those costs show on the Powell Bill financials; and No. 8 closes Fund 55 (parking lot project) and returns proceeds to the General Fund. Mayor Pro Tempore Richard Atkinson moved to approve the amendments; Commissioner Jennifer Ramsey seconded and the board voted 5–0.
On stormwater, staff member Chase Sturges said downtown stormwater pipes—many original terra cotta runs identified in a 2020–21 master plan—are candidates for cured‑in‑place pipe (CIPP) rehabilitation. The town received three quotes ranging from about $99,000 to $230,000 for the scope described. No contract award on the stormwater work was made at the meeting; staff will return with recommendations for funding and contract award.
