Council awards $3.94M contract to Seedland Construction for South Sullivan preservation

The Spokane Valley City Council voted to award the South Sullivan Road preservation contract to Seedland Construction Inc. for $3,937,220.
Engineering manager Erica Amston presented the project scope: removal and replacement of existing asphalt pavement from 8th to 24th Avenue, construction of sidewalks on the west side of Sullivan, replacement of ADA ramps, stormwater improvements, signal revisions at 8th Avenue and partial right‑of‑way acquisitions from 18 properties for the signal work. Amston said 12 bids were received and the low responsive bidder was Seedland Construction; additional NHS grant funds of about $1.3 million will offset city costs.
If awarded, construction is slated to begin in April and conclude in mid‑August, before the school year. Council asked questions about past performance by the selected contractor and the current pavement condition; staff said prior work by the contractor on local projects had been satisfactory and that the pavement mat is severely cracked with a PCI between 40 and 60 in places.
The motion to award and authorize the city manager to finalize the construction contract passed unanimously.
