Fulton County commissioners adopt bylaws, reappoint interim treasurer and assign 2026 committees

Fulton County commissioners met in their annual reorganizational session on Jan. 6, 2026, adopting the board’s 2026 by-laws, confirming multiple reappointments and designating committee assignments for the year. Commissioner Randy H. Bunch called the meeting to order; Chief Clerk Stacey M. Shives recorded attendance and noted guests.
The board approved routine minutes and staffing items early in the session. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 Commissioners’ meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions carried with all members voting in favor. The board then approved accounts payable dated Jan. 6, 2026 totaling $229,387.17 and payroll totaling $122,828.46; both were moved and approved unanimously. The accounts-payable total was distributed across several funds, including the General Fund ($53,157.03), Capital Projects ($75,662.44) and the Krivak Trust Fund ($25,598.33).
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed provided updates from the Treasurer’s Office. On a motion by Commissioner Randy H. Bunch, the board adopted the 2026 Board of Commissioners By-Laws, citing provisions in the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509 as amended).
The commissioners confirmed a series of appointments and reappointments to boards and county offices. On a motion by Commissioner Steven L. Wible, the board reappointed Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) to the Bedford Fulton Joint Recreation Authority. Commissioner Hervey P. Hann moved to reappoint county officials including Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of Veterans’ Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering. All motions were approved "all in favor."
Commissioner Steven L. Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the motion passed unanimously. The board then designated commissioner and alternate assignments across a broad set of committees and regional bodies for 2026, including the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, County Records Improvement Committee, Southern Alleghenies Planning & Development Commission committees, Tuscarora Managed Care Alliance committees and others, with specific commissioner names and alternates recorded in the meeting minutes.
The commissioners approved an RBA invoice in the amount of $7,957.31 and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026. The board held separate annual reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes for those meetings are on file. Commissioner Hervey P. Hann moved to adjourn at 10:37 a.m.; that motion carried unanimously.
