Planning board backs mayor’s request to add $1 million for Mill Road bridge to capital budget

The Stamford Planning Board on Feb. 24 recommended a positive outlook for a mayoral capital-budget request to add $1,000,000 to replace Mill Road over Brook Bridge (Bridge No. 135008, project CP4000070).
City staff presenter Tony said updated cost estimates prompted the request: “The cost estimates came in for this project and Lou is requesting an additional million dollars to be authorized for this project,” and the proposal is a 50/50 split of city match (general-obligation bonds) and a state grant, $500,000 each. Tony told the board the existing structure, built in 1960, is structurally deficient and carries one lane of traffic in each direction with a curb-to-curb width of about 18.9 feet.
Board members asked whether the mayor’s request would be processed as a supplemental appropriation or handled inside the regular capital package. Tony said the mayor was placing the project at her review level and that, whether submitted as a supplemental appropriation or as part of the capital package, the request would still advance to the Board of Finance and the Board of Representatives for approval. “When we present to the Board of Finance, I would state that the mayor added this without the planning board’s…,” Tony said, explaining the procedural difference between a positive or negative outlook from the planning board.
Member Ravi pressed for clarity about whether smaller projects should be added as supplemental appropriations to move more quickly; Tony and staff said supplemental appropriations can move faster but that including items in the capital package is useful for prioritization across the city’s needs.
The board voted to give a positive outlook on the mayor’s addition to the capital budget. The motion passed unanimously.
The city will next present the request to the Board of Finance and the Board of Representatives; the planning board’s recommendation is advisory and does not by itself authorize spending.
