The Spokane Valley City Council on Feb. 10 approved franchise ordinance 26-001, granting a 10‑year telecommunications franchise to Forged Fiber 37 LLC, a company staff said is a subsidiary in the AT&T acquisition process.
City staff told the council this was the ordinance’s third appearance at the dais and that the only substantive changes since the first reading were an increase in the performance bond to $100,000 and minor edits to language about potential future franchise fees if state law changes. "They are in the process of acquiring facilities from Lumen. Some of those facilities will be located in Spokane Valley," staff said while outlining the franchise terms.
Council member Merkel thanked staff for increasing the guarantee and described that as "a good choice." The council approved the ordinance by voice vote.
What happens next: With the ordinance approved, Forged Fiber 37 LLC may proceed under the franchise terms; staff will track and enforce performance bond and compliance provisions as the company constructs or operates facilities in the city.
