Mayor, council address fatal Walmart stabbing, homelessness and lake algae updates

Mayor Manos opened council comments Wednesday night by addressing a fatal stabbing at a local Walmart on Aug. 9, thanking law enforcement for their response and urging public attention to criminal-justice policy. "I have to say that the sheriff's department did a phenomenal job of not only responding in force and very quickly, they also secured a very large scene... and preserved that scene so that it could be processed and evidence taken," Manos said. He said the suspect turned himself in, was arrested peacefully and had a prior prison term and robbery plea history but has not been convicted of the recent fatal offense.
Council members also discussed homelessness and mental-health responses. Councilwoman Johnson reported July outcomes for the Homeless Task Force: "66 contacts made... 9 were provided mental health services, 29 housing referrals, and we actually had 2 substance abuse placements." She said street exits for the month were 24, bringing the year-to-date total to 121, and that an initiative called "the anchor" helped 38 people leave street homelessness.
Johnson also delivered a Lake Watch update on harmful-algae-bloom monitoring. She said testing on Aug. 1 showed advisory-level conditions in places and that the city had approved additional peroxide-based algaecide treatment in July, which temporarily lowered advisories before warmer temperatures led to renewed elevated readings. "The good news is the lake is full... elevation is at 12 47. Remember our optimal elevation is 12 42," she said. Johnson added the city has ordered two additional "nano bubbler" machines (a 15-week build time) to help with lake aeration.
Public commenters raised local concerns earlier in the meeting, including a resident asking removal of fire pits at Lakeshore Drive to reduce air pollution risks and multiple residents reporting missed trash pickups by franchise hauler CR&R. Councilmember McGee asked staff to monitor a revised county franchise agreement on Sept. 10 for potential improvements to local service provisions.
The mayor closed the meeting in memory of Jessica Morales and adjourned.
