Councilor Chad Cardillo described the MRA as a vehicle that "receives money through the state" and can assist municipalities with planning within a defined zone (generally within a half-mile of a train station or downtown core), including zoning adjustments to attract development and contracts.
Council discussion stressed that joining the authority requires no initial cost to the city and that any future spending (for grants or projects) would still come back to the council and finance committee for approval. Cardillo said membership could provide an additional set of professional eyes on downtown zoning and enable access to funding to help redevelopment.
The council approved the committee recommendation by roll call. Staff will proceed with the administrative process to join the authority and any future project-level commitments would require further council review and approval.
