TAC chair reports on regional food-rescue compliance and state water planning goals

TAC Chair Mr. Miller told the executive committee the regional food-rescue program — WRCOG’s coordinated approach to SB 1383 edible-food recovery — has moved from outreach to active compliance, achieving approximately 86% compliance among commercial edible-food generators and 95% compliance among food-recovery organizations in year two of the program.
Mr. Miller also summarized recent legal developments affecting development-impact fees, noting U.S. Supreme Court decisions such as Sheets v. County of El Dorado require strong nexus and proportionality evidence to justify fees. He said WRCOG’s TUMF program is well supported with technical studies and an appeals process.
On statewide water planning, Mr. Miller briefed members on SB 72, which directs the Department of Water Resources to develop a long-term water-supply target; staff cited a 9‑million‑acre‑foot target for 2040 that the department will document and the formation of an advisory committee to oversee the work. Mr. Miller said he had been nominated to serve on that advisory committee and noted statewide kickoff of the California Water Plan work in April.
