Commissioners approve multiple zone changes and plats, authorize notice for indoor cultivation text amendment

The board approved a suite of planning and zoning items across Flathead County on Nov. 18.
Carl Schultz, planning and zoning, presented the Whitefish Hills 40 LLC zone change (AG 20 to SAG 10) and recommended approval; the applicant’s representative agreed with staff findings and noted required fire mitigation and HOA annexation steps. The commission adopted findings and approved Resolution No. 966BO.
Kevin Stormer presented the Harvest Acres zone change (AG 80 to SAG 5) near Kalispell; applicants said the change facilitates a boundary line adjustment without current intent to subdivide, and staff recommended approval. The board adopted findings and approved Resolution No. 678BO.
The commission also approved the preliminary plat for PNC Evergreen, a five‑lot commercial/industrial subdivision at 2655 US Highway 2 E, after staff confirmed public water service and no agency objections. The board approved the final plat for Ashley Lake Estates as presented.
In addition, planning staff (Eric Mack) asked the board to authorize posting a notice of public hearing for a text amendment (FZTA25‑03) to add indoor grow cultivation facility as a permitted use in B‑1 zoning; the board authorized that notice for a Dec. 9 hearing.
Why it matters: Approvals and notices move several development projects forward and open a proposed zoning text change on indoor cultivation for public comment. Planning actions can affect land use patterns, fire mitigation requirements and infrastructure demands in affected neighborhoods.
The board adopted findings, amended conditions where noted (see Green Valley preliminary plat article) and approved the items by voice votes.
