Carlsbad presents strategic‑plan progress report; several projects complete, some delayed or stopped

Intergovernmental affairs director Jason Haber presented a comprehensive update on Carlsbad’s five‑year strategic plan, reviewing accomplishments, projects on track, projects not on track and projects stopped at council direction.
Haber said the plan identifies five aspirational goals, 24 objectives and 65 high‑priority projects. He highlighted completed work — including the Monroe Street pool design moving into construction, the Stagecoach Community Park community garden and Schulman Auditorium audiovisual upgrades — and noted roughly 75 percent of projects are complete or on track. He also identified projects not likely to finish within the planning window because of funding and workload constraints, and noted four projects stopped by prior council direction, including the Merkle reservoir solar project, which staff discontinued citing fire‑hazard concerns.
Haber described progress in community character, safety, sustainability and organizational efficiency and emphasized upcoming items: a May 21 community budget workshop, a May 19 preliminary budget presentation, a fall discussion about outreach strategies to update the next five‑year plan and a target to begin the next plan in early 2027 with final adoption by June 16, 2027.
Council members asked about outreach methods to ensure broad participation, alternative sites for solar projects and grant funding for the South Carlsbad Boulevard realignment. Deputy City Manager for Public Works Paz Gomez said staff is preparing an RFP to evaluate solar facility locations within city limits and that grant funding is being pursued for the South Carlsbad realignment project, but costs remain a key constraint.
