Commissioners voted to table a proposed grant agreement between Flathead County and the Flathead County Fairgrounds Heritage Preservation Foundation after staff and commissioners said the agreement referenced a 'grant plan' that was not attached to the draft. Sam Nunley, representing the fairgrounds, presented the agreement and said the 'grant plan' corresponds to the fairgrounds’ CIP and that any requests to the foundation would be routed to the commission before funds were released.
One commissioner said, "I'm not comfortable signing this today," and asked to see the grant plan and clearer language. Several commissioners agreed: they want the grant plan attached and clearer definitions that the plan is the fairgrounds CIP. County staff offered to add language clarifying that the 'grant plan as contemplated by this agreement is the Flathead County Fairgrounds CIP.'
A motion to table the agreement was made and seconded and carried by voice vote. County Administrator Pete Melnick said he would work with the fairgrounds to firm up the language and return a revised agreement to the board.
Next steps: staff will revise the agreement to define the 'grant plan' (linking it to the fairgrounds CIP) and present the updated document to commissioners for consideration.
