County treasurer’s office staff presented an interlocal Memorandum of Understanding (DOJ MVD FY2025‑0008) from the Montana Department of Justice Motor Vehicle Division that governs deployment of new DMV printers, scanners and CPUs to counties. The county had questions about reimbursement for supplies and a clause that appeared to require the county to provide a physical inventory of license plates, tabs and decals.
Treasurer staff explained counties do not buy plates or tabs; the state provides them. Commissioners proposed and moved to amend the agreement by moving the inventory obligation (section 2.2.0.1, item 6) into the section listing items the MVD provides to the county at no cost. The motion to amend, and then to approve the amended interlocal agreement for signature, passed unanimously.
Why it matters: signing the MOU affects how the county receives and maintains DMV equipment and whether reimbursements for transactions processed through the system will be payable. Staff noted that counties that have not signed the agreement will not be reimbursed for transactions until the MOU is signed.
Next steps: staff will inform commissioners of the state's response if the state does not accept the amendment; the amended MOU was approved at this meeting pending state confirmation where required.
