Commissioners approve consent agenda: lakeshore permits, contracts and CIP amendments

Flathead County commissioners on Feb. 12 approved a set of routine agenda items and contracts covering lakeshore permits, annual procurement for road materials and fuels, multiple temporary road‑closure permits for seasonal events, and several capital improvement program (CIP) amendments.
Swenson lakeshore extension: Planning staff reported Swenson (FLP‑22‑107) has had multiple extensions and little explanatory detail in the application. Commissioners expressed concern the applicant did not appear and moved to table consideration so the applicant or a consultant can attend before March 2. "I want the completion before the end of this if we do grant this," a commissioner said; the motion to table carried.
Lakeshore permits approved: The board approved permits for JK ARP LLC (dead tree removal on Whitefish Lake), Waterside Condos (redistribution of rock and sand at a private marina), Cherry Ridge Ranch (reconstruction of a nonconforming crib dock within the existing footprint), and Scott Rodenhouse (a dock repair and 8‑by‑18 extension keeping total overwater impervious coverage under the 1,246.4 sq ft limit).
Contracts and procurement: County staff recommended and the board approved annual contracts for asphalt tack oil, liquid asphalt, emulsified asphalt (chipping oil), warm‑mix additive and fuel delivery and supply. Vendors approved include Lyman Dust Control Services, Calumet Refining LLC, Ergon Asphalt & Emulsions, Ingevity Inc. and City Service Valcon for propane, gasoline and diesel. Commissioners repeatedly approved staff recommendations by voice vote.
Event road closures: Temporary closure permits from the Big Fork Chamber for Brewfest (March 7), the Fourth‑of‑July parade (July 4), Festival of the Arts (Aug. 1–2), Big 4 car show (Sept. 6) and Parade of Lights (Dec. 5) were presented with required emergency services and school district signatures; the board approved each permit.
CIP amendments: The board approved multiple CIP amendments: $19,980 for HVAC upgrades at the Records Preservation Building (to install new controllers, sensors and a water detection system), $16,252 to cover two recently purchased dump trucks from Road & Bridge savings, and $124,500 to purchase two used Sidekick brooms from saved broom project funds.
Why it matters: The consents keep routine county services, capital maintenance and local events moving forward. The board singled out the Swenson lakeshore extension for further applicant engagement before granting another extension.
Outcome: All listed permits, contracts and CIP changes were approved by voice vote except the Swenson lakeshore extension, which was tabled pending applicant representation.
