House votes 70–61 to re-refer concept draft on 'safeguarding reproductive rights' to HHS despite objections

He called for clarity before re-referencing the item.
Representative Thirpeson, who explained the procedural rationale for the referral, said the rereferral was a standard step for concept drafts. "This is not a substantive vote on the bill. It has not been printed yet," Thirpeson said. "By sending it to the appropriate committee of jurisdiction, they can work on the bill and they can bring substantive report or reports back to the chambers, and we'll have an opportunity to vote on those at that time."
Members pressing against the referral also raised policy concerns and made specific allegations about likely recipients. "Once the verbiage is there, we can bring it back to the floor and take a vote to move it to Health and Human Services," Representative Lendlyne said, adding a claim that the funding would amount to "$6,000,000 for Planned Parenthood." That figure and the organization’s role were assertions by the member on the floor and were not established in printed bill text.
After debate, the House called for a roll-call vote. The Chair directed the tally and the clerk announced the result: 70 voting in the affirmative, 61 in the negative; the motion prevailed and the referral will proceed to the Health and Human Services Committee.
Next steps: Because LD 335 was described as a concept draft without printed language, the committee must draft or receive bill text, consider any fiscal implications, and report substantive language back to the chambers before the body can vote on adoption of policy or funding.
