Dickinson ISD conducted its required public hearing on the Financial Integrity Rating System of Texas (FIRST) for the 2023–24 school year and reported an unchanged score of 89 — categorized as “above standard achievement” and one point shy of the “superior” designation.
“We did not meet the threshold for fund balance reserves, and that was a 5-point hit for us,” Mr. Boone said as he walked trustees through the FIRST packet. He also reported point losses on operating requirements and on future debt requirements, though he said the latter had improved because valuations had increased.
The packet included statutory disclosures such as the superintendent’s contract posting and travel expenditures for the 2023–24 school year. Mr. Boone said the district is working to address fund balance reserves.
Board members did not request additional action during the hearing; staff said they would continue efforts to improve reserve levels and meet required thresholds.
