DEL VALLE ISD begins rezoning planning for new high school, proposes attendance‑area policy and grandfathering process

DEL VALLE ISD administrators told trustees they are starting a multi-phase planning process to redraw attendance areas in anticipation of opening North Del Valle High School in the 2027–28 school year. The administration proposed a new FC local policy to establish the board’s authority and guiding principles for attendance-area decisions and revisions to FDB to operationalize transfers and grandfathering for families affected by rezoning.

District staff said the attendance-area plan will be built using demographer data, current capacities, feeder patterns and transportation modeling run with the district’s routing software; the goal is to balance enrollment, minimize unnecessary travel and preserve family continuity where possible. The presentation included a proposed timeline of community engagement, committee formation (parents, campus and district staff, demographer, two board members) and multiple public meetings to collect feedback and revise proposals.

Trustees asked how the district will measure travel/transportation impacts and whether facility condition would be considered. Administration said transportation staff will model travel times as boundaries change and that long-range facilities assessment work will proceed in parallel (but as a separate committee) to avoid conflating capacity-driven rezoning with facilities modernization.

Next steps: if the board adopts the policy in a forthcoming action meeting, the district will form an attendance-committee, propose draft boundaries and begin community outreach and data meetings through the spring; the board will later adopt final boundaries.
