Dickinson ISD moves to adopt Bluebonnet K–5 reading materials and ratifies TEKS certification

Lindsey Suarez presented the district's proposed 2026'27 instructional materials certification and recommended adopting Bluebonnet Learning for K'5 reading, saying teacher feedback and assessment data prompted the change.
"Overwhelmingly, about three quarters of teachers said that they were ready to transition to the Bluebonnet reading materials," Suarez said, citing district surveys and classroom visits that showed teachers often replace or modify current HMH materials.
The presentation outlined how Bluebonnet provides a fully mapped literacy block with minute-by-minute lesson plans, foundational skills, assessments and supports for English learners and students with additional needs. Suarez said implementation would include summer and on-campus coaching, module internalization sessions, and practice units for teachers before the next school year. She also said the district expects to leverage an existing LASSO grant that has supported Bluebonnet math rollout to help with reading implementation.
Board Chair moved to ratify the district's 2026'27 instructional materials TEKS certification, identifying Bluebonnet as the K'5 reading resource; a trustee seconded the motion and the board approved it by voice vote.
The board's approval sends the TEKS certification to the Texas Education Agency as the district's statement that the chosen materials align to state standards. Suarez told the board the full instructional materials report will be available on the district website as part of the official packet.
