Dickinson ISD hears five-year HB3 goals for reading, math and CCMR

Dickinson ISD staff presented the district's five-year board goals required under House Bill 3 at the Oct. 6 board meeting, outlining targets for early literacy, math, and college, career and military readiness (CCMR).

The district's Director of Research and Accountability reviewed outcome targets that span 2025–2029: increase the share of third-grade students scoring "meets grade level or above" on STAR Reading to 80% by June 2029 (the 2025 interim target was 52% and the presenter reported a current result of 53%); raise third-grade STAR Math to 76% by June 2029 (2025 target 48%; current result 54%); and reach 100% CCMR by 2029 (2025 target 75%; current reported result 78%). The presentation also highlighted progress measures for pre-K and second grade and industry-based certification goals.

"Our early childhood literacy board outcome goals are to increase the percent of third-grade students who score meets grade level or above on STAR Reading to 80 percent for June 2029," the presenter said, noting the district had exceeded some interim benchmarks while other subgroups remain in need of targeted interventions. The staff presentation described use of literacy labs, teacher professional development, and partnerships (named programs and vendors were referenced generally) to improve outcomes.

The presentation was informational; no formal policy adoption of the five-year goals was recorded during the meeting. Board members did not ask substantive clarifying questions during the public presentation and the board proceeded to other agenda items.

The district said it will revisit these goals annually and track interim year-by-year targets toward the 2029 objectives.
