The Virginia Board of Dentistry’s regulatory panel on May 16 recommended that only Commission on Dental Accreditation (CODA)‑accredited refresher programs be accepted for licensure reinstatement and advised withdrawing a previously issued Notice of Intended Regulatory Action (NOIRA).
Erin Barrett reviewed a Petition for Rulemaking filed in January 2022 seeking changes to refresher-course requirements. Barrett noted the NOIRA related to amending Chapters 21 and 25 was published by the Executive Branch on Aug. 21, 2024 and that public comment had been received and considered. Jamie C. Sacksteder, the Board’s executive director, reviewed differences between CODA‑accredited refresher programs and other course listings (ADA/ADHA/AADH), noting CODA programs undergo peer review and that staff had not received complaints about the ability to locate CODA‑accredited offerings.
After discussion the committee voted — on a motion by Dr. Sultan E. Chaudhry — to recommend that the Board retain its position that only CODA‑accredited refresher programs be approved in the Commonwealth and to withdraw the NOIRA. The motion was seconded and passed unanimously. The committee’s recommendation will be presented to the full Board at its June 2025 meeting.
