Board hears implementation concerns about interstate dentist and dental hygienist compact

Virginia Board of Dentistry Executive Director Jamie C. Sacksteder updated members on the dentist and dental hygienist compact during the Sept. 12 meeting, reporting multiple implementation issues under discussion.
Sacksteder said the compact work has been active—she is participating on three committees and meeting several times weekly—but that there has been pushback against a proposed hands-on exam requirement. She also said implementation complications stem from differing state practices on background checks (Virginia currently does not conduct the required background checks) and from the compact’s handling of jurisprudence and continuing-education requirements. Sacksteder noted the compact will not impose an active-practice requirement to participate; however, whether a hands-on component of an exam will be required remains under discussion. She said compact privileges could allow someone to obtain a license in one state and hold compact privileges in other states without active-practice minimums, and that privilege holders may be required to take a state jurisprudence exam only where the state requires it; Virginia currently does not require a jurisprudence exam.
Board members did not vote on compact participation at the meeting. Sacksteder said discussions are ongoing and that staff will continue to monitor the compact’s final language and implementation implications for Virginia licensees.
