What happens next Staff will execute the Synagro contract and reallocate existing biosolids operating line items to fund the contract; the CIP roadmap study will continue to evaluate whether to return to in-house dewatering before the planned 2029 capital project. The public-works master-plan contract will begin following PO issuance and include public engagement over an estimated 14'16 months. The mobile-home-park ordinance returns for a second reading and adoption hearing on Jan. 6, 2026.
No contested votes occurred; most items passed unanimously. Public comment included concerns about a foreclosure case raised by a resident and praise for the proposed mobile-home protections.
