Largo approves $500,000 public-works campus master plan with Harvard Jolly

The Largo City Commission on Dec. 2 approved a contract scope and fee with Harvard Jolly, with BBK as project manager, for a public-works campus master plan covering roughly 10.8 acres.

Staff said the master plan will assess existing building conditions and subsurface constraints, program functional space needs across departments, provide cost estimating and a prioritized CIP sequence, and consider co-location opportunities (for example consolidating citywide parks functions on the public-works campus). The study will also analyze relocating the Largo Emergency Operations Center to the campus and evaluate options to improve resilience for facilities in flood-prone areas.

The scope-and-fee package presented to commissioners included a $473,415 fee and an owner contingency of $26,585 for a total estimated cost of $500,000. Staff said the work will include public engagement, focused outreach to adjacent neighborhoods, and a facility-programming process involving department stakeholders. The study timeline was estimated at roughly 14'16 months.

Commissioners asked whether the contract is for a time-limited study (staff confirmed it has a defined beginning and end and does not represent ongoing design services) and whether the master plan includes design services (staff said design would be a later, separate procurement once projects are programmed in the CIP). The commission approved the scope and fee 7-0.
