Fulton County commissioners adopt 2026 budget with no tax increase, approve $230,699 grant and multiple appointments

McCONNELLSBURG, Pa. — At a Dec. 30 meeting in McConnellsburg, the Fulton County Board of Commissioners unanimously adopted the county’s proposed 2026 budget with no increase in the tax rate and approved a $230,699.51 State Interconnectivity Grant to support regional 911 systems.
The meeting, called to order by Commissioner Randy H. Bunch, opened with routine business: the board approved the Dec. 23, 2025 meeting minutes (motion by Commissioner Steven L. Wible) and cleared accounts payable dated Dec. 30, 2025 totaling $112,913.87 (motion by Commissioner Hervey P. Hann).
The commissioners met with representatives of the Bedford Fulton Joint Recreation Authority — Matthew Wakefield, Paul Johnston and Eric Weisbrod — and approved two authority-related resolutions. Commissioner Steven L. Wible moved to adopt Resolution 9 of 2025 to amend the BFJRA articles to increase the number of board members; the board approved the measure. Wible also moved to adopt Resolution 10 of 2025 to authorize the authority to appoint police officers with the same property-related powers as other Commonwealth police; the board approved that resolution as well. The commissioners then appointed Craig Cutchall to a one-year BFJRA term expiring Jan. 3, 2027 (motion by Commissioner Wible).
Commissioner Hervey P. Hann moved to approve and execute Resolution 8 of 2025, the Tax Levy and Appropriation Resolution; the board approved the resolution with no tax increase for fiscal year 2026. The board also accepted the December 2025 Pension Report as presented by HR Administrator Mary Huston.
After a brief review of the advertised figures with Fiscal Administrator Sue Reed and CFO Mike Lamb, and with no changes since public advertisement, Commissioner Wible moved to adopt the proposed 2026 budget as presented; the motion passed unanimously. The board approved hiring Troy Wagaman for the position of per‑diem 911 dispatcher, effective pending required clearances (motion by Commissioner Hann). A brief Salary Board meeting convened at 9:48 a.m. to set the salary for that hire.
The commissioners entered an executive session at 10:01 a.m. for personnel matters and reconvened at 10:29 a.m.; the meeting adjourned at 11:15 a.m.
