Fulton County commissioners adopt 2026 bylaws, confirm reappointments and approve $229,387 in payables

FULTON COUNTY — The Fulton County Board of Commissioners met Jan. 6, 2026, and adopted its 2026 bylaws, confirmed several reappointments and approved routine financial items, the board’s minutes show.
The board — Commissioner Randy H. Bunch, Commissioner Steven L. Wible and Commissioner Hervey P. Hann — voted unanimously to adopt the 2026 Board of Commissioners bylaws under the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509 as amended). The adoption was moved by Commissioner Randy H. Bunch.
The meeting also recorded a series of reappointments and committee designations intended to organize county governance for the year. Commissioner Steven L. Wible moved to reappoint three members to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). Commissioner Hervey P. Hann moved to confirm reappointments of county officials including Solicitor Jim Stein & DSS Law, Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, and Director of Veterans' Affairs Richard Newman; the motion passed unanimously.
Commissioner Wible moved and the board approved reappointing Amy Bishop as Interim County Treasurer for 2026. The commissioners also designated members and alternates for regional and advisory bodies — including representation on the Southern Alleghenies Planning & Development Commission committees, the Huntingdon-Bedford-Fulton Area Agency on Aging board, and multiple grant and advisory committees — with assignments approved by motion of Commissioner Bunch.
On financial matters, the board approved account payables dated Jan. 6, 2026 totaling $229,387.17 and authorized payroll of $122,828.46. The minutes list a fund-level breakdown of the payables, including $53,157.03 from the General Fund and $75,662.44 from Capital Projects. Commissioner Hervey P. Hann moved to approve the payables and payroll; both motions carried unanimously.
The board approved an RBA invoice for $7,957.31 and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; both actions passed on unanimous votes. Separate Annual Reorganizational Meetings for the Salary and Retirement Boards were held at 9:00 a.m., with separate minutes on file.
The meeting was called to order by Commissioner Bunch and adjourned at 10:37 a.m. on a motion by Commissioner Hann. No public comments were recorded in the minutes.
