Fulton County commissioners approve payroll, $334,397.62 in payables and several administrative actions

Fulton County commissioners opened their Feb. 3, 2026 meeting with prayer and the Pledge of Allegiance and then moved through a series of routine approvals and administrative actions.
Commissioner Steven L. Wible moved to approve the Jan. 27, 2026 commissioners’ minutes and the Jan. 27 Salary Board minutes; both motions were approved "all in favor." Commissioner Hervey P. Hann moved to approve payroll dated Feb. 6, 2026 in the amount of $129,990.81; that motion also passed "all in favor."
The board approved accounts payable dated Feb. 3, 2026 totaling $334,397.62. The recorded fund breakdown lists $96,661.78 to Fund 100 (General Fund); $13.13 to Fund 201 (Liquid Fuels); $165,835.26 to Fund 229 (HSDF/HSBG); $724.96 to Fund 235 (Law Library); $44,792.44 to Fund 238 (911); $352.92 to Fund 256 (Domestic Relations); and $26,017.13 to Fund 400 (Debt Service).
During the morning session the board entered executive session for legal matters and resumed at 9:20 a.m. A tax appeal hearing followed; Commissioner Steven L. Wible abstained from participation in that appeal due to a stated conflict of interest and separate minutes for the appeal were noted as on file.
HR Administrator Mary Huston presented the January 2026 Retirement Fund Report; Commissioner Randy H. Bunch moved to approve and execute the report, and the motion passed unanimously.
The commissioners approved travel request forms for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the Pennsylvania Children and Youth Administrators Conference, scheduled March 11–13, 2026 in State College.
The board approved an engagement letter from KB&S — Kulla, Barkdoll & Stewart, P.C., "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office," per the motion by Commissioner Hervey P. Hann.
Commissioner Hann authorized Commissioner Wible to execute MATP allocation letters for FY 2024–2025 and FY 2025–2026, in the amounts of $464,875.00 and $491,875.00 respectively; the board approved that authorization.
A laptop quote submitted by Rick Grissinger of Elect IT, to be used in Franklin County for jury coordinator duties, was approved. The board also approved an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (listed as 10% of court wages and benefits).
In late morning the board entered executive session for personnel matters. Following that session the commissioners voted to appoint Commissioner Steven L. Wible to perform committee duties for an absent colleague during that colleague’s medical leave, effective when the leave begins. The meeting recessed for a Criminal Justice Advisory Board meeting and later reconvened in the afternoon. The commissioners, the HR Administrator and the Chief Clerk conducted interviews for the Prothonotary's Office before adjourning at 3:05 p.m.
Public comment at the meeting included a request from Fulton County resident Carolyn Kerlin for updates on litigation matters; no new litigation details were announced during the public meeting and Kerlin’s inquiry was recorded during the public comment period.
Minutes for the tax appeal hearing and other items are filed separately with the county; the board did not take further public action on litigation during the meeting.
