Fulton County commissioners approve lease, IT contracts, dispatch clocks and two-year Hazmat agreement

Fulton County Board of Commissioners on Dec. 23 approved a series of administrative contracts, equipment purchases and personnel-policy updates during a meeting in McConnellsburg.
The board voted to approve a five-year lease with Elect IT Solutions for office space at 101 Lincoln Way West, McConnellsburg, at $250 per month and to authorize SOW # ETM12042025-001 for IT staffing and support services. Rick Grissinger and Nelson Witmer of Elect IT Solutions met with commissioners during the session. Commissioner Hervey P. Hann moved to approve the lease and SOW; the motion passed "All in favor." Commissioner Randy H. Bunch separately approved a $784.22 quote from Amazon for a view station for the Treasurer's Office.
The actions follow routine administrative business: the board approved the Dec. 16, 2025 meeting minutes and Dec. 16 Retirement Board minutes, recorded fund disbursements totaling $111,824.17, and approved payroll dated Dec. 26, 2025 in the amount of $145,032.44.
EMA/911 Director Brian Barton told the commissioners the dispatch clocks at the emergency center are more than two decades old and recommended replacement. "Pre Alert is in place and the information has been sent out to the fire departments," Barton said, describing recent and upcoming training activity. On a motion by Commissioner Bunch, the board approved a ComPros quote of $4,940.00 for two dispatch clocks, including hardware and installation. Commissioner Hann moved to approve the 2026 Mission Critical Partners Regional Support Contract for Professional Services; the contract is fully grant-funded and the motion passed unanimously.
The board also approved a two-year Hazmat Team agreement with McCUTCHEON Enterprises, Inc., with payments set at $2,500 for FY2026 and $7,500 for FY2027. Commissioner Bunch moved approval; the motion passed "All in favor."
Separately, the commissioners approved a revision to the HR Manual, Section 213 "Travel," adding that an employee wishing to use a personal vehicle must "submit to the Commissioners ahead of time for approval explaining why they are requesting the use of their own vehicle." The board adjourned at 11:21 a.m.
The actions taken at the meeting were routine administrative approvals and equipment purchases; no contested votes or amendments were recorded in the transcript.
