Domestic Relations Director Tina Gress requested authority to fill the vacant Enforcement Officer 1 position; Commissioner Randy H. Bunch moved to hire Angie Horton to the union position effective Jan. 26, 2026, with the Salary Board to set the salary per the Collective Bargaining Agreement. That motion was approved unanimously.
HR Administrator Mary Huston presented the 2026 pay scale, which the board approved. Commissioners also approved a revision to the HR Manual Section 212 (Employee Benefits) to add an opt‑out payment for eligible employees who waive health insurance. The approved text reads in part: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month). The waiting period will be excluded when calculating payment. This opt-out will be paid with the final payroll in December or upon your resignation. You must leave in good standing in order to receive this payment."
Other approvals included the CCAP PCoRP Invoice, second installment, in the amount of $45,442; an Application for Burial Expenses for veteran Floyd G. McGinnis to be paid to surviving spouse Janet McGinnis; a renewal quote for ASPIRE two‑factor authentication as submitted by Rick Grissinger, Elect IT; a revision to the LERTA application inspection language to read "Inspection by Zoning Officer or Fulton County Planning"; and the SAP&DC invoice for local county/transportation support in the amount of $8,598.
Commissioner Randy H. Bunch moved to accept Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street, McConnellsburg, with a quoted commission of 3% of total sales. The motion passed unanimously. The meeting included multiple brief executive sessions for legal or personnel matters recorded at 8:00–8:30 a.m., 8:52–9:08 a.m., 9:33–10:10 a.m., and 10:14–10:55 a.m. The meeting adjourned at 11:33 a.m.
