HARB continues after‑the‑fact window case at 27 Grove Avenue to Feb. 19, urges administrative fix if possible
Summary
The board continued an after‑the‑fact certificate request for 27 Grove Avenue after staff found replacement wood windows installed with a 4‑over‑4 muntin pattern instead of the permitted 2‑over‑2; the owner pledged to work with staff and the manufacturer to restore an approved appearance.

The Historic Architecture Review Board continued a case Jan. 15 involving after‑the‑fact replacement windows at 27 Grove Avenue to its Feb. 19 meeting, giving the applicant an opportunity to correct the muntin pattern or obtain an administrative fix from staff.
Staff reported the April 2025 permit required 2‑over‑2 divided‑light wood windows but a preservation inspection found 4‑over‑4 muntin patterns on the new wood units. The staff report said replacement windows "must match the original in material, size, general muntin and mullion proportion and configuration" and recommended either a continuance to allow reconsideration or approval if the board found the 4‑over‑4 compatible under Secretary of the Interior standards.
Applicant Anthony Sean Lumley told the board the installation resulted from a miscommunication during permit review and said he had already asked the manufacturer about modifying the grid or using exterior inserts to achieve the approved look. "I misunderstood," Lumley said, apologizing for the error and promising to work with staff and the supplier to resolve it.
Board members asked for elevations, a window schedule and details of trim and mullions; several said that if the applicant removes or modifies the horizontal muntin to restore a 2‑over‑2 appearance the matter could be handled administratively by staff, avoiding a return to the board. The board voted to continue the item to Feb. 19 to allow the applicant to pursue that remedy.
