Commission advances first readings for dog-park cafe rezoning; applicants describe dog-run with cafe and alcohol-by-exception

On first reading the City Commission accepted staff presentations and voted to move forward to public hearing on two companion ordinances (2025-33 and 2025-34) that would reclassify roughly 0.16 acres near San Sebastian View from residential medium density to commercial low intensity to allow a dog-park-and-cafe business that would include beer and wine sales by use-by-exception.

Amy Skinner, planning and building director, said the project has already been reviewed by the Planning and Zoning Board, including use-by-exception approvals for off-site parking, alcohol sales and conservation-overlay items (bulkhead/tree removal), but those approvals are contingent on the land-use/zoning changes passing city commission review.

Andre Green (Corner Lot Development), Ryan Meyer (proposed operators) and the project landscape architect presented the concept: a fenced off-leash dog run, a separate fenced playground for children, and a small cafe. Applicants said the dog area would be fenced and supervised, that children and dogs would be kept in separate spaces, and that the planning board had considered off-site parking to serve the use. Commissioner questions centered on whether the combination of dog park and alcohol sales is appropriate next to the county health department and how the conservation overlay/bulkhead/tree-removal approvals would be handled if zoning changes are approved.

Because this was a first reading, commissioners reserved final judgment until the required notices and the public hearing at second reading. The commission passed motions to advance both ordinances to second reading/public hearing.
